Level III is decided by the essay paper. After two levels of multiple choice, the exam suddenly demands written answers — command words, point values, minute budgets, graders with a key. Candidates arrive with two levels of proof they know the curriculum, then lose the charter because they write three sentences where the grader wanted one number and a justification. The pass-fail line at Level III runs straight through writing technique — a skill the curriculum teaches nowhere.
